Reid B. Lohr President, IMCC
Mr. Lohr has been a senior executive and special advisor for a variety of innovative business, economic development, and technology transfer initiatives in the US and globally. He has worked in over 25 countries with governments, private industry, financial institutions, investors, universities, NGOs and special interest groups. His extensive operations background includes high-profile leadership experience working in an array of industries including transportation, agribusiness, ICT, manufacturing, franchising, the environment, and consumer products. Reid is skilled at building and leading complex organizations and creating business linkages. His expertise ranges from policy initiatives to industry diversification and institutional capacity building. He believes in a “whole systems” approach to commercial expansion and has a track record of pulling diverse teams, resources, and know-how together to identify solutions, then designing and executing strategic plans. Recognized as farsighted and perceptive, he ensures that broader issues and objectives are addressed from a ground-level perspective. His accomplishments have required vision, integrity, and a solution-oriented management style.

Jon C. Cooper, Ph.D., J.D. Executive Vice President
Dr. Cooper has 25 years experience in environmental conservation as a scientist, lawyer and senior manager, holding positions in government, academia, private industry and with not-for-profit organizations. Throughout his career he has sought win-win solutions to complicated development issues relating to the allocations of resources and the protection of natural resources on diverse projects in 30 countries. His professional specialization includes: strategic initiatives (strategic alliances and teaming, team skill development), public management (industrial compliance, performance measures), communications and representation (oral and written communications in public media, professional societies, public hearing and expert testimony) and technical consulting on water, toxic pollution and environmental assessment. His clients have included the Environmental Protection Agency, the Department of Defense, the Department of Energy, USAID, the World Bank and Fortune 100 companies. Dr. Cooper has over 50 publications to his name.

Robert C. Vogel, Ph.D. Senior Vice President for Financial Services
For nearly 30 years, Dr. Vogel has been a leader in solving problems that impede financial sector development. With his Ph.D. in Economics from Stanford University, he specializes in macro-financial analysis, micro and rural finance, financial institution development, public finance/local government finance, and regulatory analysis. During his professional career, Dr. Vogel has served as a Director of the World Banking and Finance Program at The Economics Institute in Boulder, Colorado; a Professor of Economics at Ohio State University, Syracuse University and the University of Miami; a financial economist with the World Bank; and a senior staff economist with the President's Council of Economic Advisors. Recent publications include: Other People’s Money: Regulatory Issues Facing Microenterprise Finance Programs (1998) and Approaches to Rehabilitating Insolvent Government-Owned Banks: Costs and Benefits of Liquidating an Agricultural Bank in Peru (1997).

Lance Marston Senior Vice President for Business Development
Lance Marston has over 40 years of federal government and international business consulting experience involving trade, investment, privatization, strategic planning, and small and micro enterprise development and training. He holds an M.A. in Public Administration from George Washington University, Washington, D.C. and a B.A. in Political Science from the University of New Hampshire. In his twelve years with the company, he has managed several long-term USAID-sponsored projects and is currently serving as the home-office program manager for a large, multi-year national income accounts project for USAID/Egypt. Prior to joining TPPA, Mr. Marston served as Director of the Office of Private Sector Development for USAID’s Bureau for Asia, Near East and Eastern Europe. He worked directly with the Assistant Administrator and participated in the formulation and implementation of USAID-sponsored private sector initiatives, including privatization, trade, investment, business development and enterprise funding for many countries in these regions.

Wilfred Tagud Vice President for Project Administration
Wilfred Tagud received his Bachelor of Science degree in Electrical Engineering from Mindanao State University in the Philippines and brings to the Company over nine years of experience in project administration, information systems management, and policy research support. He has provided on-site support services to the Philippines, Honduras, Guatemala and the United States government. Mr. Tagud began his career with IMCC in 1994 by overseeing the implementation of a USAID-funded technical assistance to the Bureau of the Treasury in the Philippines, which included nationwide information systems networking. He has been instrumental in short-listing and winning proposals with various donor agencies, as well as administering challenging projects worldwide.


Edward E. Winders, Ph.D. President
Dr. Winders is the founder of Transnational Public Policy Advisors, LLC (TPPA), establishing the Washington, DC metropolitan office in June 2002. As President and CEO, he oversees and directs the company’s administrative, technical, and financial activities. Prior to founding TPPA, Dr. Winders served as Chair Emeritus of LiRo-Kassner Inc., a 350-person engineering and architectural firm with offices located in the metropolitan New York area. A graduate of Boston University, Dr. Winders received his Ph.D., in political science from the State University of New York at Albany. He brings to the international theatre more than 30 years of high-level professional experience in government, non-profit organizations and the private sector. As part of the TPPA team, Dr. Winders concentrates on leadership training, political party and civil society development, strengthening of the legislative process, and improvement and/reorganization of
local governments in transitional democracies.

Ron Abney Senior Vice President, TPPA
Ron Abney holds a degree in Journalism from the University of Georgia and is considered by most international democracy institutions as one of the leading experts in political party development. His work has been praised by the United Nations, especially during the 1993 elections in Cambodia, where he developed and implemented programs to assist political parties in the war torn country as it prepared for its first democratically organized elections. Mr. Abney has spent considerable time over the past eleven years in Southeast Asia, Africa, the Middle East and the new country of East Timor, in an effort to bring democracy to some of the most historically troubled areas in the world. Mr. Abney is currently assisting Cambodia’s ever-growing opposition party develop its message and communicate its issues to the Cambodian people to give them a legitimate choice when the next national elections are held.

Barbara Moller Vice President for Communications
An expert in multilingual communications, Barbara Moller brings 25-years of proven performance to an examination of how an organization can most effectively communicate with its intended audience(s) within and across cultures. She is currently President of Moller Communications, an award-winning consulting firm that specializes in designing communication products and services for a broad international audience. Barbara works with clients to design processes that result in integrated communication solutions that are always culturally appropriate; these include video, audio, and print products, media training, e-learning applications, web-site design and development, and advice and counsel on how to strengthen a communication effort and build internal and external support for a given program. She holds a Master’s degree from Arizona State University, and is fluent in Spanish.
