Understanding and Strengthening Democratic Systems of Governance
 
Many citizens of developing countries recognize the intrinsic value of democracy (i.e., elections, human rights, and representation). However, they are also concerned with a government’s ability to function. In general, governance issues pertain to the ability of government to develop an efficient and effective public management process. Because citizens lose confidence in a government that is unable to deliver basic services, the degree to which a government is able to carry out its functions at any level is often a key determinant of a country’s ability to sustain democratic reform.

TPPA’s training and consultation focuses on the analysis of democratic systems of governance where free, open and peaceful competition exists between various pluralistic power centers, thereby ensuring growing rule of law and accountability. We examine how a balance can be achieved between public policy-making institutions, bureaucratic structures, and non-governmental entities, such as political parties and interest groups. We further examine a variety of organizational approaches with an eye toward finding a democratic institutional blend that is compatible with a country’s political culture and reflects authentic citizen preference and consensus.
 
Details of training include:
  The complex interrelationships that exist between the legislative and executive branches of government both in a parliamentary and presidential system.
  The respective roles of majority and minority parties in the legislative process, including the policy-making interplay that exists when executive and legislative majorities are of the same or different political parties.
  The changing nature of public bureaucracies. Once rigid and isolated, bureaucracies are now encouraging employee participation and networking in decision-making as well as “partnering” with the private sector.
  The continuing debate about the appropriate role of bureaucracies in a balanced democratic system, and how national, political and social cultures shape bureaucratic organization and approaches.
